Description : Our Client a major banking group with a strong brand is urgently looking to recruit a generalist Head of HR.

Job Purpose:

Develops and drive the Human Resources strategies for that supports the business strategy; with an ultimate goal of ensuring that all aspects of ethical, professional, regulatory and corporate standards are supported, implemented and maintained.

The Role will report directly to the North Africa Region Cluster HR Head with a matrix reporting line to the CCO.

Key Responsibilities:

General HR
· Design and drive the successful implementation of all HR strategies within the country
· Provide Country HR support, advice, and guidance to all CCO and all local business heads.
· Responsible for people strategies in country, to include day to day issues as well as division and regional HR projects and initiatives
· Work with other HR colleagues and specialist in the Division and in EMEA HR whose services have an impact on the countries such as benefits, compensation, staffing, talent management, relocation etc.
· Participate in projects to improve processes and practices in Algeria
· Ensure best practice is continuously and pro-actively identified and implemented
· Ensure awareness of policy and regulatory changes and any developments likely to impact the country – communicate these changes to the business as well.
· Implementation of plans and initiatives that supports the positioning of the organisation as an employer of choice in the market place
· Overall day to day management of the HR staff

HR Specialist Areas:
Talent Development & Management:
· Articulate and manage the processes around talent management across all businesses
· Coordinate and manage the annual talent review for the country and participate in presentation of the reviews to Division Management
· Ensure ongoing management of talent to ensure strong bench-strength and pipeline
· Ensure implementation and ongoing adherence to strong development processes including updated development and training plans for all staff, based on performance evaluations, required competencies, critical skills, and business strategy
· Oversee the process of putting together and monitoring the yearly training plans for all businesses in the country

Staffing & Recruitment:
· Ensure a strong staffing and recruitment strategy and processes that supports the employer of Choice brand
· Ensure an efficient recruitment and selection process that ensures that the right people are recruited in a very timely manner.
· Ongoing training of business managers on selection skills to ensure effective hiring

Compensation & Benefits:
· Work with EMEA HR, Division HR, and North Africa Cluster HR to ensure effective alignment of compensation and benefits practices.
· Annual review of compensation and benefits provisions to ensure alignment with local market practices.

Employee Relations:
· Ensure that there is strong employee relations processes in place that includes polices that encompasses company polices as well as local employment legislation.
· Effectively address issues and concerns raised from employee feedback mechanisms

Risk & Controls, Financials & HR Reporting
· Ensure HR in the country operates within a very well controlled environment with complete ownership of all RCSA and controls processes.
· Accountable for determining, budgeting for, and managing expenditure for the HR budget and PSP spend against plan
· Ensure that there is an effective and accurate HR reporting & utilize the HR IT system to support this approach.

Qualifications : Candidate must be a University Graduate, preferably with a further degree and/or studies in HR. He/She must have a strong 3+ years HR management experience in interacting with & influencing key decision makers. Must have very good knowledge of human resource principles and how they relate to strategic planning and management of an organization Must have a broad knowledge of banking & finance businesses as well as, knowledge of local labour laws and relevant regulations. Languages: French or Arabic as a first or second language will be advantageous but not a must Remuneration for this role is highly competitive

Established in 2001, the Reagan-Fascell Democracy Fellows Program enables democracy activists, practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change. Fellows are in residence at the International Forum for Democratic Studies, the research arm of the Endowment, in Washington, D.C., and receive a stipend, health insurance, and travel assistance.

National Endowment for Democracy

DEMOCRACY FELLOWSHIPS

The National Endowment for Democracy (NED) invites applications to its Reagan-Fascell Democracy Fellows Program. Established to enable democracy practitioners and scholars from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change, the program is based at NEDs International Forum for Democratic Studies, in Washington, D.C.

Program: The program offers five-month fellowships for practitioners to improve strategies and techniques for building democracy abroad and five- to ten-month fellowships for scholars to conduct original research for publication. Practitioners may include activists, lawyers, journalists, and other civil society professionals; scholars may include professors, research analysts, and other writers. Projects may focus on the political, social, economic, legal, and cultural aspects of democratic development and may include a range of methodologies and approaches.

Eligibility: The fellows program is intended primarily to support practitioners and scholars from new and aspiring democracies. Distinguished scholars from the United States and other established democracies are also eligible to apply. Practitioners are expected to have substantial experience working to promote democracy. Scholars are expected to have a doctorate, or academic equivalent, at the time of application. The program is not designed to pay for professional training or to support students working toward a degree. A working knowledge of English is an important prerequisite for participation in the program.

Support: The fellowship year begins October 1 and runs through July 31, with major entry dates in October and March. All fellows receive a monthly stipend, health insurance, travel assistance, and research support through the Forums Democracy Resource Center and the Reagan-Fascell Research Associates Program.
